Question: What is the Rutgers policy for pre-applications and Letters of Intent (LOI)?
The internal review process for all Rutgers proposals must be reviewed by your Department, the Office of Grants Facilitation, and the Office of Research and Sponsored Programs (ORSP) Grant Specialist assigned to your department.
All new applications must be processed in RAPSS as a Funding Proposal (FP) and be delineated as a “Pre-Application.” When submitting through RAPSS, use the LOI and pre-application due date as the sponsor deadline date. The RAPSS Funding Proposal is due to ORSP in accordance with the established 5-day/2-day internal deadline policy. Please be mindful that ORSP deadlines are not inclusive of any departmental deadlines. Be sure to confer with Department administrative staff regarding the internal approval process prior to your submission date.
The University requires pre-applications and LOI’s to be submitted through RAPSS when: (1) a budget is required and/or (2) authorized university signatures/submission are required.
Don’t forget to update your status once sponsor makes a determination regarding a pre-application’s status. If there is no invitation necessary, the department should use the “Notify ORSP of Pre-Application Status” in RAPSS so the specialist may take appropriate action to begin the full submission process.
